Government`s draft Spectrum Act proposes market-based spectrum pricing

The outcry over the 2G spectrum scam has prompted the government to prepare a draft Spectrum Act, which could well become India`s first ever legislation to govern management, pricing and allocation of a scarce national resource.

Distinguishing between spectrum for commercial and non-commercial or strategic/public interest use, the draft states that for “spectrum for commercial use, the Commission shall follow fair, transparent, equitable, non-discriminatory market-based competitive assignment which may include (but not limited to) methods such as auction, tender, bidding”.

TDSAT dismisses Idea Cellular plea challenging DoT show-cause notices

Telecom tribunal TDSAT has dismissed the petitions filed by Idea Cellular challenging the show-cause notices issued by the government on merger of Spice Communication with the Aditya Birla group firm.

The Department of Telecom (DoT) will shortly invite bids from all mobile phone companies to roll out networks across the country`s naxal-infested territories! to bring the multitude of left wing ultras in the cellular loop.

Phase I will target rollouts in districts identified by the home ministry in Chhattisgarh, Jharkhand, Andhra Pradesh, West Bengal and Orissa, a senior telecoms department official told ET.

Telecom minister Kapil Sibal decides to send notices to 74 telecom firms, overrules DoT`s view

In a major departure from his ministry`s stand, telecom minister Kapil Sibal has decided to issue show-cause notices to 74 licensees that failed to meet roll-out obligations. While telecom regulator Trai and the Department of Telecom had locked horns on this issue with the latter disagreeing with former`s recommendations, Sibal has decided to overrule DoT`s view.

DoT readying notice to cancel Etisalat DB`s licenses

The Department of Telecom is readying show-cause notices to cancel 13 licenses issued to Etisalat DB (earlier Swan Telecom) for allegedly acting as a front company to Reliance Communications.

While both Etisalat DB and Reliance Communications have denied the link-up, the DoT`s licensing wing has prepared a draft notice, which is being vetted by its legal department before issuing it to the company.

BSNL, MTNL paid Rs 1,134 crore as rent in last 4 years

The government on Wednesday said two state-run telecos BSNL and MTNL have collectively paid Rs 1,132.06 crore in the last four years as rent for the buildings they have hired for technical and administrative offices.

MTNL has paid a total of Rs 108.16 crore since 2008 and BSNL has paid Rs 1,023.9 crore during the same period, Minister ! of State for Communications and IT Milind Deora informed the Lok Sabha.

The Telecom Regulatory Authority of India (TRAI) looks all set to bring the R12,000 crore mobile value-added services (VAS) market under its regulation, a long-standing demand of VAS providers. The regulator has issued a consultation paper asking all stakeholders to give their views on a string of questions centered on regulating the VAS industry by August 12.

DoT ask telecos to provide interception of 480 calls at one go

In a fresh notice to telecom operators, Department of Telecommunications has asked them to enhance their existing capacity and provide call interception faci! lities of at least 480 lines at any given time to security agencies.

“The licensee should ensure suitable redundancy in the complete chain of monitoring equipment for trouble free operations of monitoring 480 simultaneous calls as per requirement,” the DoT notice said.
